About Kathryn

Kathryn P. Cooney
Private Practice Lawyer

Kathryn P. Cooney is a smart, tough, compassionate advocate for her clients. She was born in South Carolina, the daughter of a career Air Force Officer. As such, she experienced life growing up around the world-from Florida to Alaska, from Washington D.C. to Morocco, from London to Frankfurt, Germany. Her personal experience as an Air Force brat taught her not only the value of tenacity and compassion, but also that the world can be both wonderful and chaotic, and that it takes commitment from everyone to improve quality of life.

Kathryn attended Frankfurt American High School in Frankfurt, Germany. Following graduation, she enrolled in the University of Texas-Austin, receiving a Bachelor of Arts in Psychology in 1971. She reported to Marine Corps Base, Quantico, Virginia, for Officer Candidate School and The Basic School, where she was the class’ Honor Graduate. In August of that year, she was commissioned a Second Lieutenant. Two years later, she was invited to participate in the Marine Corps’ Excess Leave Program to attend law school. Kathryn graduated cum laude while participating in the Law Review at the University of San Diego Law School, receiving a Juris Doctor degree in June 1976. She was admitted to the California Bar that same year. In 1989, she returned to USD Law School to earn an L.L.M. (Masters of Law).

Major (select) Cooney resigned her active duty commission in December 1980, to open a private practice in Vista, California. However, she remained in the active Marine Corps Reserve, retiring as a Colonel in August, 2001. Upon retirement, Colonel Cooney received the Legion of Merit for her exemplary service. Other personal awards include the Meritorious Service Medal and the Navy and Marine Corps Achievement Medal.

In her civilian life, Kathryn is an active participant in the extended community, volunteering for Mama’s Kitchen and P.A.W.S. (Pets Are Wonderful Support), where she has served as both a board member and President of the Board of Directors. Additional activities include volunteering in local community theater as well as school activities such as providing an annual college scholarship and participating as a panelist for Career Day.

A respected member of the legal community, Kathryn has frequently been asked to be a featured speaker or participant on expert panels, such as Women In Law, Federal Tort Claims, Military Legal Assistance, Federal Civil Procedure Law and California Evidence Law.

As a member of the North County Bar Association, Kathryn has worked in many areas of the law including Superior Court Pro Tempore Settlement Judge for the last 12 years in North San Diego County.

Ms. Cooney was admitted to the California State Bar (1976), the United States Court of Military Appeals (1980), Federal District Court (Southern District of California, 1977) and the Supreme Court of the United States (1976).
